BILL: We started figuring out that not only did the staff assess the child, but they also assess the parents.

BILL: We figured it out pretty quickly. They do a pretty good job of assessing the parents, right down the check. "Dad here ...Dad not doing so great... Mom not doing so well," and how the child reacts to the parents.
